1914 Decree on Providing Shelter to Refugees from Poland and Bukovina. Issued by the District Governor's Office in the town of Nové Město nad Metují, currently located near the Czech-Polish border. Large 60x47 cm. decree from local authorities in Nové Město nad Metují informing citizens of their legal and moral obligation to help up to 2,000 refugees displaced from Poland and Bukovina ( central Eastern Carpathians and the adjoining plains, today divided between Romania and Ukraine) due to the outbreak of World War I. In the decree, the governorship informs citizens that their cooperation can be enforced, but that he trusts that the people will not need to be persuaded to help those in need.
